On October 27, the Blue Hall Forum on the theme of “Improving Global Governance and Building a Community with a Shared Future for Humanity” was held at the Ministry of Foreign Affairs in Beijing.

During his opening speech, Wang Yi , a member of the Political Bureau of the Central Committee of the Communist Party of China (CPC) and Director of the Office of the Central Foreign Affairs Commission , reiterated a clear and consistent position: artificial intelligence (AI) must be a tool for collective progress , not a privilege reserved for a few countries or a technology to be employed maliciously.

“AI should benefit all humanity, not become the exclusive preserve of a few countries or be maliciously abused. China supports the United Nations in leading the global governance of AI,” Wang Yi said.

The Minister’s message is part of a broader vision of China as a promoter of multilateral AI governance , in which rules, safety and benefit-sharing must be defined at a global level, under the auspices of the United Nations.

Development, safety and responsibility

This is not the first time Wang Yi has spoken out on these issues. On March 7 , during the press conference of the second session of the 14th National People’s Congress , the Minister had already emphasized the need for responsible and shared development of artificial intelligence.

Artificial intelligence has entered a critical phase of explosive development. We argue that development and security should be equally important, and that we should not only embrace innovation and new opportunities, but also put the brakes on them before they go too far, jointly promoting global AI governance.

Wang Yi also recalled that in October last year , President Xi Jinping launched the Global Artificial Intelligence Governance Initiative , a proposal that defines the core principles of China’s vision for AI. This initiative is based on three fundamental guarantees :

  • guarantee of benefits , so that the fruits of technological development are accessible to all;
  • safety assurance , to prevent risks related to improper or uncontrolled use of AI;
  • guarantee of equity , to avoid inequalities between countries and ensure inclusive progress.

Towards a multilateral governance of AI

China’s position reflects a growing international debate on the role of global institutions in regulating artificial intelligence. As AI becomes increasingly influential on the economy, security, and society, Beijing advocates governance based on international cooperation and shared responsibility .

China’s appeal to the United Nations aims to prevent the AI race from turning into a new form of geopolitical or technological competition, instead supporting the construction of a fair, secure and sustainable digital future for all humanity .
