É tentador pensar no Grande Firewall ou na propaganda chinesa como o resultado de um plano mestre de cima para baixo que apenas o Partido Comunista Chinês poderia realizar. Mas esses vazamentos sugerem uma realidade mais complicada. Os esforços de censura e propaganda devem ser comercializados, financiados e mantidos. Eles são moldados pela lógica de metas financeiras trimestrais corporativas e licitações competitivas tanto quanto por ideologia – exceto que os clientes são governos e os produtos podem controlar ou moldar sociedades inteiras.
